Name: Francine Wheellock Laverne.
Age: 26
Gender: Female.
Occupation: Police Corporal.
Race: Human.
Physical Appearance: Corporal Laverne's unimpressive physical size and mousy appearance give the impression that the tiny and trim-figured policewoman would be better suited for a desk job or life as a timid librarian, rather than a senior patrol officer. This impression is only further served by her elfin or pixie-esque facial features, and when she neglects to wear contacts in her vibrantly bright lavender eyes; by her owlish and studious low-prescription spectacles.
Prematurely silver-grey of hair (commonly joked by her fellow officers to be a result of her nature as an incurable workaholic and her steadfast refusal to switch off and unwind), Francine keeps her hair trimmed short and occasionally restrained in a neat and efficient bob. Prudish and conservative in dress and appearance, the officer shuns makeup and other effeminate accoutrements, her features delicate but undecorated and small frame steely with the efforts of a lifetime of hard work.
Clothing Appearance: There's nothing Francine takes more pride in than the immaculateness of her patrol uniform, and even moreso the prized dress uniform and commendations she keeps carefully squirreled away at her tiny hole-in-the-wall apartment (furnished sparsely by bargains from various police liquidation auctions, as well as a thoroughly beat-up training dummy).
In the rare event that one of her superior officers convinces her to take a day off (only achievable through threat of disciplinary action) the ambitious and determined police corporal swaps her neatly-maintained uniform for a simple and comfortable ensemble of jeans and a plaid magenta button-up.
Personality: Much like a tiny yet thoroughly standoffish dog, Corporal Laverne's diminutive size is inversely proportional to her precociousness and fierce determination to prove wrong anyone and everyone who has ever looked down on her, physically or otherwise. Francine's bite is just as fearsome as her bark however; the senior patrol officer working tirelessly and with fiery determination to overcome her physical shortcomings and the low expectations of others. As a skilled police officer determined to prove herself and be recognised for her contributions, a life of being underestimated and condescended to has left the somewhat prudish and severe Francine with a short fuse and considerable temper despite her professional demeanour and preternatural understanding of policing rules and regulations. Although an excellent officer in all respects, Francine's focus is on the spirit of the law rather than the letter and as such she is more than willing to bend the rules in order to achieve 'justice'.
Weapons/Tools: Corporal Laverne tries to adhere to official equipment guidelines wherever possible, limiting herself to her service handgun, flashlight, cuffs, tazer and nightstick while on patrol, with heavier-duty equipment in the patrol car or requisitioned for special operations. Obviously enough Wild West is the notable exception to this, although thankfully she never has to go through requisition procedures as it is always only a moment of concentration away.
Skills: Athletics and acrobatics, holds and takedowns, long-distance running, urban pursuits, defensive driving, urban cycling, small-arms marksmanship, firearm twirling and formal drills, basic first aid, investigation and questioning, paperwork and processing.
Stand: Wild West.
Quotes: "You have the right to remain silent. Please, please consider exercising it, sir."
"Call me 'cute' one more time and I swear to god you'll never find all of your precious shiny teeth."
"You see a health code violation like that is a very serious matter.. I could, from the kindness of my 'cute widdle' heart let you go with a warning if you'd be willing to.. Oh, I don't know.. Drop the attitude and give me a grovelling apology, kneeling preferable?"
"It's a guilty little pleasure of mine: Whenever I win a commendation I have it photocopied and mailed out to every smug prick who told me I could never make it as a little cop in the big city."
"You'd be surprised how little pressure it takes to dislocate an arm if it's applied in just the right spot. Maybe think about that before you start struggling?"
"Oh; I know that look. You're thinking about running, right? Just so you know; I graduated the academy four years ago and they still haven't topped my record for the hundred meter dash."
"What self-respecting officer of the law doesn't keep two energy bars and a bottle of water in their uniform at all times?"
Their Goal: Right now? Make detective or lieutenant ahead of her peers and rub everyone's noses in it. In future? Police Chief.
Their Secret: Loathe to give anyone ammunition with which to belittle her, Francine will never admit that she still sleeps with the veritable army of plush animals she brought with her to the big city. In general Francine isn't quite so above it all as she likes to act, her determination to be taken seriously forcing her to suppress her natural childish or unprofessional urges when on the job.
Weaknesses: Francine's determination to prove others wrong has made her somewhat of a glory hound who would rather take unnecessary risks than play it safe, eager to prove that she doesn't need backup to catch a perp, or a partner to patrol her beat. This and her nature as a workaholic "married to the service" means she has few friends on the police force, and fewer still outside of it. Additionally, the diminutive but impassioned Corporal's hatred of condescension gives her a short fuse and fiery temper than can make her easy to needle, manipulate or tease into rash action. Finally, her tiny if acrobatic frame is ill suited to the contests of strength often necessitated by her chosen field, meaning that the sprightly cop is reliant on subtlety, hamon, or the tools of the job to collar larger suspects.
Strengths: Adept at using her tiny frame to manoeuvre with both subtlety and speed, Francine Laverne hits far harder than could possibly be expected from a woman her size; quick strikes and skilful holds augmented by her incredibly powerful but completely untrained Hamon. Necessity forcing her to turn her opponent's size and strength against them or be crushed every time, the policewoman is a long-time practitioner of kickboxing, jujutsu and aikido, although the latter two see far more use in the field and synchronise well with her frequent repetition of police takedown and baton drills. Policework is Francine's life, and her years of experience and constant training give her an almost preternatural understanding of law, procedure and police guidelines, although she is flexible enough to set regulation by the wayside when in pursuit of 'justice'. Finally; a potent combination of her addiction to western flicks, many hours spent at the training range, and her natural deftness, flexibility and speed, all together make Francine an exceptional handgun markswoman with a draw speed her father would be proud of.
Bio: The only daughter of an ordinarily responsible and straight-laced woman seduced into a whirlwind fling by a charming scoundrel with golden hair and spurs on his boots, Francine Wheellock Laverne was brought up by her steadfastly prideful mother alone, taught to chase her dreams without hesitation and never let the words or whispers of others dissuade her from doing what she wanted.
Raised in a tiny but pleasant country town in which Francine's mother operated the sole movie theatre, policework was always the childhood dream of the bright-eyed and silver-haired youth. The cheery young girl was inspired by the old spaghetti westerns her mother adored as much as she was by the shining example of virtue and justice provided by her sole father-figure; their town's single and seemingly eternally-patient sheriff who took her on as an unofficial deputy of sorts.
Throughout her early years in education Francine remained fixated on upholding old-west-styled 'justice' in her community, regularly patrolling the town's streets with her toy badge and attempting to arrest and fine children three times her size for indiscretions too minor for the sheriff to bother with, like littering, spitting or swearing.
Eventually at her mother's urging as much as the now-beleaguered sheriff's, Francine's accepted a scholarship to study criminology and justice in the big city with the goal of transferring to the metropolitan police department upon her graduation.
Ever-fixated on her work and goals, the Stand-User's determination to make up for her physical shortcomings in order to enforce 'justice' is what allowed her to manifest Wild West for the first time, as well as unlocking her powerful but as of yet completely untrained Hamon abilities, through the application of this determined and focused mindset to her studies, drills and physical training. Francine's sharp mind, determined focus and latent hamon resulting in her graduation near the top of her class, and later a spotless and decorated record as a patrol officer.
Now a police Corporal, the old western 'justice' and glory-driven Francine Wheellock Laverne sees the recent spate of Cutter murders as her chance to finally prove herself to her peers and superiors, once and for all.
